billion).

Challenge
The Orange County Sanitation District (OCSD) was in the
process of creating a budget for their Capital Improvement
Program (CIP), which involved 147 projects lasting over 16
years. Their existing budgeting process did not account for
project risk and OCSD was concerned about the impacts on the
program's budget.
Solution
OCSD used Vanguard to build a risk-based project portfolio
model and identified a $66 million expected budget short-fall
for the CIP. This shortfall represented approximately 3% of
their $2.371 billion overall budget.
